ⅠGeneral Objectives
Water traffic safety supervision aims to achieve, in general, the goal of having “navigable ships, competent seafarers, safe and open waters, effective controls, quality services”, and to meet the following objectives:
To make navigation safer, waters cleaner, and transportation easier;
To meet the requirements of “professional staffs, state of the art equipments, skillful operations, in order to offer dependable responses in critical events”;
To provide guarantee to the next generation development.
China MSA is stepping into a new stage of maritime services with three characteristics: serving the overall transport undertakings, conducting transparent administration and realizing digitalization.
Serving the overall transport undertakings:
Maritime Safety Administration is an important law enforcement force in the transport system and is a necessary part of transport undertakings. Maritime development exemplifies the management level of transport systems.
Conducting transparent administration:
Maritime Administration implements the duties of safety water transport supervision and administration on behalf of the State in the principle of justice, transparency, civility, integrity and efficiency -- comprehensively promoting the administration within the law.
Realizing digitalization:
Improving the administration means and equipment by applying advanced information technology, promoting the administrational concepts and methods in order to achieve maritime modernization.
Ⅱ. Development Objectives of the Year 2010
By 2010, the objective of three-dimensional supervision, quick response, standardized law enforcement and IT-applied administration will be achieved in coastal and inland marine areas. The strategic objective of "3-maritime" will be fundamentally reached, characterized by significant improvement in maritime traffic safety supervision, law enforcement and sustainable maritime traffic safety.
1. Both the death rate in water passenger transport per 100 million people per kilometer and freight transport per 10 billion ton per kilometer shall decrease to 1 people or below, and the major accident rate will be decrease by 10% compared to the average rate in the tenth five-year plan.
2. Maritime supervision primarily covers China's specific economic zones and other jurisdictional seas, with 100% supervision in key waterways of major navigable inland rivers. In accordance to the plan, safety management systems will be gradually established in more shipping companies and ships, the quality management system for a ship's statutory survey will be fully entered in local ship survey institutions among inland maritime areas, and a vessel's detention ratio will be reduced below the average record of other areas in Memorandum.
3. The life-rescue success rate on sea will exceed 93%; the emergency response time in key seas within 50-nautical-mile off shore will be no more than 150 min, and that of key waterways of major navigable areas in inland rivers 45 min; 500-ton oil-spill in major coastal ports can be cleaned and maintained quickly and effeciently upon first attempt.
4. Patrol helicopters, thousand-ton 60-m multifunctional patrol vessels, and comprehensive emergency backup base will be built in key coastal areas; AIS network will cover China' s coastal Areas; VTS and coastal communications systems will be updated; hydrograph and aids to navigation will be improved; public safety communications will cover major navigable waters in coastal areas and inland rivers 100%; infrastructures like multifunctional communication information systems with all-weather capability and rapid response; various types of patrol vessels, vehicles and other devices suited for jurisdictional areas will be constructed on inland rivers; all of which will meet the qualified rate of 100%.
5. A perfect maritime law system has been formed in line with the international maritime conventions; government affairs transparency rate in sub-bureaus will reach 90%; law enforcement fault and misjudged cases in maritime supervision and examination will not exceed 5%; law enforcement fault and misjudged cases will be strictly prosecuted; the winning rate of administrative legislation will reach 90%; claim settlement rate of major accidents will reach 100%; major administrative licenses by maritime safety administrations in coastal areas and inland marine areas could be processed in network office, primarily realizing E-administration.
6. Working conditions and living standards of MSA staff will be continuously improved; MSA working staff's quality and personnel structure should meet the demand of the maritime development; the number of senior professional talents will reach 200 with 10 maritime experts of international influence and 50 domestic senior experts.
7. A modern maritime supervision system will be formed with proper organizational structure optimizing resource allocation based on clear duty and work range in scientific and systematic management of applied IT technology.
8. Model unit at provincial and ministerial level standard-reaching rate will exceed 90%; satisfaction rate of service will reach 95%; cadres' governing capacity will be significantly improved.
Ⅲ Long-term Objectives for the Year 2020
By the year 2020, a modern multifunctional maritime safety supervision system with all weather capability and quick response will be established. The strategic objective of "3- maritime " will be fully actualized and the main index of maritime safety supervision will achieve the standard of the developed countries.
1. Both the death rate in water passenger transport per 100 million people per kilometer and the death rate in freight transport per 10 billion ton per kilometer decrease to 0.8 people or below. The major accident rate will be decrease by 10% compared to the average rate in the tenth five-year plan.
2. The life-rescue success rate on sea will exceed 95%; the emergency response time in key seas 50-nautical-mile off shore will be no more than 90 min, and that of key waterways of major navigable areas in inland rivers 30 min; 1000-ton oil-spill control and cleanup in major coastal ports will be accomplished upon first attempt.
3. An accountable, uniform and service-oriented maritime administration will be built. The maritime law system will be perfected and E-administration will be fully realized. The relevant maritime administrations will seamlessly coordinate to provide professional and transparent services at international standards.
4. Maritime personnel will be thoroughly developed and various maritime staff will be trained to meet the demand of maritime work. Three types of quality talents will be trained including a staff of diligent and integrated cadres, competent professionals and prominent specialists with international expertise.
