Shipping Enterprises Hold Conference on Safety Management in Beijing

General managers and chiefs in charge of safety from 9 shipping enterprises in Liaoning, Tianjin, Shanghai, Zhejiang, Guangdong, Changjiang River, Hebei etc. attended the conference on safety management of shipping enterprises held by MOT on March 5.
 
The conference is focused on the recent serious accidents and detention of vessels during PSC inspection, and the attendees analyzed possible problems in terms of safety management system operation, how to better realize the self-improvement function of the safety management system and how to make the system more effective.
 
Zhi Guanglu, deputy director of China MSA addressed the conference, stating that the financial crisis from the second half of 2008 has brought great impact on the shipping industry and some serious accidents happened and some vessels got detained in the second half of 2009, which makes the security condition unstable. This is why the conference was convened. The shipping enterprises shall work with maritime departments to find out solutions.
 
The director of the auditing center Ding Baocheng pointed out that the pressure caused by the accidents and detention shall be turned into a kind of motivation and effective measures. He expected that the attendees, especially the leaders from shipping enterprises can have a better understanding of the relation between the input and output as well as between safety and benefits. The role of the company heads shall be given full play and the designees and captains are the key points of safety management. The pre-control estimation and post-accident analysis shall be paid enough attention, too.
 
Mr. Ding also clarified the tasks in the next stage of the auditing work.
