Heilongjiang Province Holds Largest Water Search and Rescue Drill

The ever largest inland river search and rescue exercise was held in Jingpo Lake water area in Mudangjiang City on August 17. This drill was co-hosted by Heilongjiang MSA and Mudanjiang municipal government with 7 departments in Mudanjiang as co-sponsors.

 

The drill was started at 10:00 as 3 red signal flares were fired into sky. Passenger ship “HUANG GUAN” sailing in Jingpo Lake and another passenger ship “JING KE YOU 416” collided with each other. “HUANG GUAN” with 20 visitors on board had its engine room broken, which made water pour in and fuel leaked. The passengers on “HUANG GUAN” were transferred to “JING KE YOU 419”. Later, “JING KE YOU 416” was on fire, and the fire went out of control quickly, and the life of crew members was under serious threat. The captain ordered to abandon the vessel, meanwhile asked Mudanjian water search and rescue center for help.

 

After receiving the report, Mudanjiang water search and rescue center launched the Mudanjiang Water Search and Rescue Emergency Plan and Mudanjiang Oil Spill Emergency Plan as soon as possible, and reported the emergency to Heilongjiang provincial water search and rescue center. Under the direct of Heilongjiang water search and rescue center, Mudanjiang water search and rescue center commanded, organized and coordinated the professional teams and all sectors of society to rescue the victims. In the end, the passengers were thoroughly rescued with oil spill controlled and the fire put out .

This drill has practiced many subjects, such as life saving, ship fire fighting, oil spill cleaning etc. 22 vessels and more than 150 people took part in this drill.

 

According to the Director of Heilongjiang MSA Wang Junbo, this exercise has tested the capacity to deal with water traffic accident, and enhanced the cooperation among different departments.
