China & Russia Hold Joint Patrol Over Boundary River

According to 1951 Navigation Agreement by China and Soviet Union and the protocol by the 51st  regular meeting of United Committee of Navigation in the Boundary Rivers of China and Russia in 2010, the work team made up of members of United Committee of Navigation in the Boundary Rivers of China and Russia and maritime, channel and relevant officials launched a joint patrol over the boundary river-Heilongjiang River from August 5 to 12.

 

The officials from China and Russia took “LONG JIANG” and “ICTOC” to patrol the channels and aids to navigation in the middle reaches of the Heilongjiang River 983-29 km, Fuyuan waterway 1-0 km, Wusulijiang River0-230 km and middle reaches of the Heilongjiang River 795-750 km and 188-140 km at night.

 

Both sides have inspected the condition how the operators of 18 vessels (flotillas) implemented the Rules for Navigation in the Boundary Rivers of China and Russia. 4 of the 18 vessels have violated the navigations rules, 2 from Russia and 2 from China.

 

According to the Clause 3 and 4 of the navigation safety protocol on the 51st regular meeting of United Committee of Navigation in the Boundary Rivers of China and Russia, the navigation safety team reviewed the texts in Chinese and Russian of the drafts of Hovercraft Organization Operation and Berthing Procedure and Schematic Diagram of Hovercraft Navigation and Berthing between Heihe-Blagoveshchensk during Open Water Time, which were expected to be signed next year.

 

Both sides agreed that this joint inspection has pushed the operators to follow the navigation rules and ensured navigation safety.
