Expo 2010 Shanghai China will be a great event to explore the full potential of urban life in the 21st century and a significant period in urban evolution. Fifty-five percent of the world population is expected to live in cities by the year 2010. The prospect of future urban life, a subject of global interest, concerns all nations, developed or less developed, and their people. Being the first World Exposition on the theme of city, Exposition 2010 will attract governments and people from across the world, focusing on the theme "Better City, Better Life." For its 184 days, participants will display urban civilization to the full extent, exchange their experiences of urban development, disseminate advanced notions on cities and explore new approaches to human habitat, lifestyle and working conditions in the new century. They will learn how to create an eco-friendly society and maintain the sustainable development of human beings.
Expo 2010 Shanghai China will centre on innovation and interaction. Innovation is the soul, while cultural interaction is an important mission of the World Expositions. In the new era, Expo 2010 Shanghai China will contribute to human-centered development, scientific and technological innovation, cultural diversity and win-win cooperation for a better future, thus composing a melody with the key notes of highlighting innovation and interaction in the new century.
Expo 2010 Shanghai China will also be a grand international gathering. On the one hand, we shall endeavour to attract about 200 nations and international organizations to take part in the exhibition as well as 70 million visitors from home and abroad, ensuring the widest possible participation in the history of the World Expositions. On the other hand, we will put Expo 2010 Shanghai China in a global perspective and do our best to encourage the participation and gain the understanding and support of various countries and peoples, in order to turn Expo 2010 Shanghai China into a happy reunion of people from all over the world.
In addition, Expo 2010 Shanghai China will offer a wonderful opportunity for cross-culture dialogues. Before the conclusion of the Exposition, a "Shanghai Declaration" will be issued. This declaration, hopefully a milestone in the history of the World Expositions, will epitomize the insights to be offered by the participants and embody people's ideas for future cooperation and development and extensive common aspirations, thereby leaving a rich spiritual legacy of urban development to people throughout the world.

Shanghai MSA Set up EXPO Division to Ensure Waterway Security
Shanghai EXPO Vessel Traffic Control and Emergency Command Center as well we the Shanghai MSA EXPO Division were established on January 28, which marks that the maritime security work for Shanghai EXPO has been officially launched.
Shanghai EXPO Vessel Traffic Control and Emergency Command Center has 5 sub-offices, namely, the General Office, the Navigation Command Department, the Ship Supervision Department, the Dangerous Cargo Management and Anti-pollution Department and the Maritime Emergency Department. It also sets up four sub-command centers in the EXPO core control areas, peripheral areas, surrounding areas and pre-control areas. The center will exercise the maritime functions including vessel traffic control, life rescue on waters, and emergency response and rescue of ship collisions, grounding, fire, loss of control, wreckage, capsizing, and pollution. It will coordinate with 12 maritime safety administrations directly under the Ministry of Transport and local MSAs in 10 provinces and 2 municipalities to support the maritime security work on waters around Shanghai.
Shanghai MSA EXPO Office is located in the EXPO core control areas. It will be in charge of the on-site safety management of EXPO passenger ferries, sight-seeing ships and work ships with reference to the ship dynamics information exchanged with sub-command centers.
It is estimated that during the Shanghai EXPO, the EXPO passenger ferries, tourist ships and transport ships will transport 10% of passengers outside the EXPO Park and 20% inside. There will be 150 ships plying the EXPO Park, 650 ships going between the east and west banks of the Huangpu River and 1500 passing ships every day. From now on, Shanghai EXPO Water Traffic Control Center will directly serve for the water traffic safety and environmental protection in the core waters of the EXPO Park.
Shanghai EXPO Waterway Security Fully Launched
The security work for 2010 Shanghai EXPO has been fully launched since March 1, according toShanghai MSA. All ships to enter the control area of the Huangpu River in Shanghai must be equipped with AIS, and all cargo ships to enter inner waters in Shanghai port must be equipped with VHF, from January 1 to November 30, 2010. Maritime departments can take compulsory measures to prohibit ships without equipment mentioned above from entering the control area of the Huangpu River or inner waters in Shanghai.
Shanghai MSA will accept applications for special safety inspection on ships during EXPO since March 1st. The inspection on facilities of AIS and VHF is compulsory. Meanwhile, Shanghai MSA will conduct special law-enforcement activities since March 1, focusing on equipment and operation of AIS, VHF facilities.
In order to ensure the waterway security during the EXPO, all AIS that will pass the core control area of EXPO must be opened for 24 hours a day and input with relevant information such as ship name, call number, size and destination. Ships, which don't open the AIS or input precise data should be rectified on site while ships without AIS or other equivalent facilities, will be prohibited from entering the EXPO core control areas or inner waters in Shanghai Port, required to stop navigation or change courses.
