  • The China delegation  attend the Third Meeting of the Special Tripartite Committee of the Maritime Labour Convention, 2006

           The China delegation, invited by the International Labour Organization,  attended the Third Meeting of the Special Tripartite Committee of the Maritime Labour Convention, 2006 from April 23 to 27, 2018. The deputy director of MSA of Ministry of Transport, Yang Xinzhai, and the head of Labor Inspectorate of Ministry of Human Resources and Social Security, Wang Cheng, served as head. 10 experts, from International Department of Ministry of Transport, Maritime Safety Administration of Ministry of Transport, Labor Inspectorate of Ministry of Human Resources and Social Security, Guangdong MSA, Dalian Maritime University, Shanghai Maritime University and Wuhan University of Technology, etc, attended the meeting.

          

          The China delegation participated in the plenary and government working group of the meeting and considered the report drafted by the committee in 2017, the amendment proposal of payment for seafarers hijacked by pirates or insurgents and other 17 amendments and 9 recommendations on maritime related to International Labour Conventions, ranging from minimum age, health certificate, training and qualifications to recruitment and settlement, employment agreements, wage and rest time, annual leave, repatriation, compensation caused by the ship’s loss or foundering, vocational skill development and employment opportunities for seafarers and so on. Besides, the meeting exchanged some other agendas, like the implementation of the member states on the Maritime Labour Convention.


         During the meeting, the deputy director of MSA of Ministry of Transport, Yang Xinzhai, leading the China delegation, had a friendly meeting with the director of Standards Division of International Labour Office, Ms. Corinne Vargha. The two sides reached a positive consensus to jointly promote the training and education on the implementation of Maritime Labour Convention.
