  • Notice on the Preparation for the Implementation of the Manila Amendments to STCW Convention and STCW Code

    1.      Regarding the revisions of training contents and requirements, please refer to Annexes 1, 2, 3 and 4.

    2.      The on-the-spot verification of the above-mentioned training programs shall be carried out by regional Maritime Safety Administrations.

    3.      (Omitted.)

    4.      The training syllabuses are to be promulgated by the Maritime Safety Administration of the People's Republic of China.

    5.      Each training institution shall have eligible training premises, facilities, equipments and teaching staff to provide transitional and relevant trainings. Those fail to do so before July 1, 2013 shall not be eligible to provide competence trainings for masters and officers in accordance with revised the Regulations on Examination and Certification of Competence for Seafarers of the People’s Republic of China.

    2. Simulating the navigation and manipulation of at least 6 types of the ship, including the using of engine, thruster, wheel, anchor, tug and mooring lines, etc.;

    3. Real-time simulating navigational circumstances, including wind, wave, flow, shallow water effect, bank effect, ship suction and push effect, external movements and fixed target, wharf, coast, etc.;

    4. With many kinds of navigational, positioning and communicating devices which the ship bridge needs, including radar and radio positioning facilities, steering apparatus, engine telegraph,foghorn, chart and chart table, drawing implement, echo-sounder, log, VHF wireless telephone, navigational books and publications, logbook and other necessary facilities and devices.

    (1) Being capable of simulating coordination and cooperation between the chief engineer and engineers under normal conditions (including stand-by of and finish with engine, maneuvering, normal navigation, mooring, entering a port, navigation in fog, adding fuel and lubricant, etc.).

    (2) Being capable of simulating coordination and cooperation between the chief engineer and engineers under emergency conditions (including main engine failure, failure of steering gear, whole ship blackout, fire risk in engine room, flooding in engine room, adverse sea, grounding, collision, pirate attack and oil spillage, etc.).

    (1) Having ship electric undergraduate background with intermediate title or above, teaching experience of no less than 2 years,and seagoing service of no less than12months.

    (3) Having lecturer title or above, and engaged in teaching of automation or GMDSS equipment in seafarer competency training for more than five years.

    (4) Having lecturer title or above, and practical experience as member of engineers at management-level or electrical engineer of no less than 1 year in unlimited voyages.

    3. Academicteacher for IT and communication, navigation systems (computer and LAN , communication and navigation systems section ) shall meet one of the following requirements:

    (1) Having service experience as electro-technical officer of no less than 2years, and teaching experience.

    (2) Having the background of electric, electronic, communication, network, computer with associate senior profession titleor above, and service experience onboard no less than 6 months.

    (3) Having the teaching experienceof electric, electronic, communication, network, computer for more than 5 years withintermediate title or above, and seagoing service of no less than 6 months.

    4. Teachers for electro-technical officer’s basic knowledge ( ship electric , electronic technology) shall meet the following requirements:

    Having undergraduate background in related majors with lecturer title or above, and teaching experience of more than 2 years.

    Practical teachers shall meet the following requirements:

    Having intermediate titleof technical postor above, and seagoing service ofno less than12monthsor experience in electric/electronic equipment management ofno less than5 years.
