Article 1 The Measures are formulated in accordance with Interim Provisions on Registered Surveyors (hereinafter referred to asThe Interim Provisions).
Article 2 Offices for registered surveyor qualification examination shall be established by the Ministry of Personnel (MOP), the Ministry of Communications (MOC) and the Ministry of Agriculture (MOA). Located respectively in MOC and MOA, the offices, in their own capacities, shall be in charge of policy research and management for registered surveyor examination. China Maritime Service Center (Seafarer Examination Center) of MOC and the Human Resources Development Center of MOA shall be authorized respectively for the specific affairs concerning the examinations.
The examinations in each province, autonomous region and municipality shall be subject to the supervision and inspection by local personnel administrations together with Maritime Safety Administrations (MSAs) with functions of ship survey management directly under MOC or the fishery administration within their jurisdiction.
Article 3 Expert panels on the examination shall be established by MOC and MOA in their own capacities. The panels shall be in charge of developing the examination outline, the examination papers, and question banks and providing suggestions on the qualification standard respectively.
Article 4 Any person in compliance with both the basic requirements as provided in Article 10 of The Interim Provisions and the application qualifications for examinations at different levels may take the examinations accordingly.
1. Level A
.1 Having a Bachelor's educational background or degree within a relevant field of engineering or science and having worked for at least 3 years as a ship surveyor or in relevant capacity (including survey of ships, offshore facilities, containers or fishing ships; review of relevant design drawings and technical files; ship design; ship building; production and test of shipborne products; maritime administration; administration of fishing, fishing ports and fishing ship survey; ship driving; marine engineering; electric management; fire fighting test; non-destructive detection; and thickness measuring, applicable hereinafter).
.2 Having a Master's degree within a relevant field of engineering or science and having worked for at least 2 years as a ship surveyor or in relevant capacity.
.3 Having a Doctor's degree within a relevant field of engineering or science and having worked for at least 1 year as a ship surveyor or in relevant capacity.
2. Level B
.1 Having a college educational background within a relevant field of engineering or science and having worked for at least 3 years as a ship surveyor or in relevant capacity.
.2 Having a Bachelor's educational background or degree within a relevant field of engineering or science and having worked for at least 2 years as a ship surveyor or in relevant capacity.
.3 Having a Master's degree within a relevant field of engineering or science and having worked for at least 1 year as a ship surveyor or in relevant capacity.

3. Level C
.1 Having an educational background from a polytechnic school within a relevant field of engineering or science and having worked for at least 3 years as a ship surveyor or in relevant capacity.
.2 Having an educational background from a college within a relevant field of engineering or science and having worked for at least 2 years as a ship surveyor or in relevant capacity.
.3 Having a Bachelor's educational background within a relevant field of engineering or science and having worked for at least 1 year as a ship surveyor or in relevant capacity.
4. Level D
Having an educational background from a polytechnic school or higher institution within a relevant field of engineering or science and having worked for at least 1 year as a ship surveyor or in relevant capacity.
For applicants with the above educational background or degree of other specialties for examinations of Level A, B, C, or D, the work experience in ship survey or relevant capacity shall be increased by 2 years respectively.
Article 5 Examinations of all categories at different levels shall include the four subjects of Special Laws and Regulations on Ship Survey, Practice on Ship Survey, Comprehensive Abilities in Ship Survey andCase Study on Ship Survey. The examination paper of Level A for the subject of Case Study on Ship Survey shallbe partially answered in English.
The examinations of all categories shall be conducted in four half-days. The time limit for each of the three subjects of Special Laws and Regulations on Ship Survey, Practice on Ship Survey, and Comprehensive Abilities in Ship Survey is 150 minutes and that for Case Study on Ship Survey is 210 minutes.
Article 6 Before 31 December 2006, professionals and technicians working in approved ship survey institutions who comply with both the application qualifications at different levels specified in Article 4 of The Measures and one of the following conditions may be exempted from examinations of Practice on Ship Survey and Comprehensive Abilities in Ship Survey and only sit for examinations of Special Laws and Regulations on Ship Survey and Case Study on Ship Survey.
1. Level A, B, C or D
Having worked for 4 years on ship survey (including the survey of ships, offshore facilities, containers or fishing ships, and review of relevant design drawings and technical files, applicable hereinafter) of the relevant level after obtaining the Ship Surveyor Qualification Certificate of PRC of the corresponding level by MOC, or equivalent certificate by MOA.
2. Level A
.1 Having worked for 10 years successively on ship survey in MSA or fishing ship survey administration.
.2 Having worked for 8 years accumulatively on ship survey with a senior professional and technical title in engineering or engineering research.
.3 Having worked for 5 years on ship survey as an employed ship surveyor in a foreign ship survey institution in China.[page]
3. Level B
.1 Having worked for 8 years successively on ship survey in MSA or fishing ship survey administration.
.2 Having worked for 6 years accumulatively on ship survey with a professional and technical title in engineering or engineering research or an intermediate qualification certificate after passing the National Examination for Ship Professional and Technical Qualification organized by MOC or MOA.
4. Level C
.1 Having worked for 6 years successively on ship survey in MSA or fishing ship survey administration.
.2 Having worked for 4 years accumulatively on ship survey with a junior professional and technical title in engineering or engineering research or an primary qualification certificate after passing the National Examination for Ship Professional and technical Qualification organized by MOC or MOA.
Article 7 Applicants to sit for all four subjects shall pass all of the examinations within 2 successive years. For those exempted from some of the subjects shall pass the rest within 1 year.
Article 8 An applicant shall make the application by himself/herself at designated examination administration with relevant proofs by his/her employer. The designated examination administration shall issue an admission pass to the applicant after reviewing the above proofs and determining that he/she is qualified. The applicant shall take the examinations at specified time and place with admission pass and relevant proofs.
For professionals and technicians from agencies under the departments of the State Council and enterprises managed by the central authorities, the enrollment for the examinations shall follow the territoriality principle.
Article 9 Registered Surveyor Examinations shall be carried out in the third season of each year. In principle, examination sites shall be located at universities, colleges or polytechnic schools in capital cities or municipalities or designated sites for the College Entrance Examination. Whereas it is necessary to set the examination sites in other cities, the sites shall be approved by MOP, MOC and MOA.
Article 10 Charge criteria for Registered Surveyor Examinations at different levels shall be approved by the local price administration and be open to public supervision.
Article 11 Adhering to the separation of examinations and training, all personnel involved (including examination paper design, examination organization and management, etc.) shall not take the examinations, or participate in or organize any relevant training course. Applicants may take training course on a voluntary basis.
Article 12 Relevant rules and regulations on the examinations shall be strictly implemented. During examination paper design, printing, delivering, rules on confidentiality shall be obeyed.
Article 13 The work staff for examinations shall strictly follow relevant work disciplines. Violation of the examination disciplines and relevant regulations shall be handled in accordance with the Regulations on the Handling of Violation of Disciplines or Rules during the Qualification Examinations for Professionals and technicians (Order of MOP No.3).
