According to theRegulation of the P.R.C on the Administration of the Import and Export of Goods andDecree No.10 of 2011 of the Ministry of Foreign Trade and Economic Cooperation, General Administration of Customs of P.R.C, General Administration of Quality Supervision, Inspection and Quarantine of the P.R.C, hereby, the provisions on ship import are set up as follows:
The application for ship import shall be evaluated from the technical and economical perspectives, and approved by the administration.
2. Following documents shall be provided for the application of ship import:
2.1 Application Report
2.2 Application Form for Import of Machinery and Electronics Products (duplicated)
2.3 Copy of business license
2.4 Copy of the project approval
3. The procedure of Application: The applicant shall submit the required documents to the local foreign trade authority, and then apply for the permission of import from the Ministry of Foreign Trade and Economic Cooperation (MFTEC). The MFTEC will verify the application and issue Machinery and Electronics Products Import Permit in 30 days, or Automatic Import Permit in 10 working days. The Customs will issue custom clearance against the Machinery and Electronics Products Import Permit or Automatic Import Permit.
4. Technical performance shall be inspected by the applicant when importing old ships. And the ship survey shall be conducted by China Maritime Safety Administration or Register of Fishing Vessel of P.R.C. The applicant, if requested, shall present the copy of the License for Waterway Transportation issued by the Ministry of Transportation or the Certificate of Deep-sea Fishing Enterprise Qualification issued by the Ministry of Agriculture. When importing old ships, the applicant shall also provide the Technical Performance evaluation Report of reported old ships (appendix 1) issued by China Maritime Safety Administration or Technical Performance evaluation Report of old fishing vessel (appendix 2) issued by Register of Fishing Vessel of P.R.C. The age limitation of old ships is listed in The catalogue of Old Vessels' Age Limitation (appendix 3).
