From April 16 to 18, 2025, Mr. Fu Xuyin, Vice Minister of Transport of the People’s Republic of China, led a delegation to the State of Kuwait at the invitation of the Kuwaiti counterpart. During the visit, he held separate meetings with Kuwait’s Minister of Public Works Dr Noura Al-Mashaan, and Kuwait's Director General of the Coast Guard Brigadier General Sheikh Mubarak Ali Yousef Al-Sabah. Vice Minister Fu and Sheikh Mubarak signed the Agreement on Maritime Transport between the Government of the People's Republic of China and the Government of the State of Kuwait, as well as the Memorandum of Understanding between the Ministry of Transport of the People's Republic of China and the Ministry of Interior of the State of Kuwait on Mutual Recognition of Seafarer Certificates. H.E. Mr. Zhang Jianwei, Ambassador of the People’s Republic of China to the State of Kuwait, participated in the delegation's main activities.
During his meeting with Minister Al-Mashaan, Vice Minister Fu noted that the Mubarak Al-Kabeer Port (MKP) project is a key project of common concern of the two heads of state, and represents a landmark collaboration under the Belt and Road Initiative in the Middle East. He expressed China’s gratitude for Kuwait’s trust in and support on Chinese enterprise participating in the construction. And he hoped that the project would inject fresh momentum into bilateral relations and deepen transport cooperation in broader fields. Minister Al-Mashaan affirmed Kuwait’s high priority for the project, expressed her readiness to strengthen communication with China to ensure the project’s smooth progress, and looked forward to leveraging this partnership to advance further pragmatic cooperation.
In his discussion with Sheikh Mubarak, Vice Minister Fu remarked that cooperation in transport between China and Kuwait had been progressing smoothly. He observed that the signing of the Agreement will comprehensively deepen the cooperation in shipping, maritime affairs, and port management, thereby promoting the development of both countries’ maritime industries and mutual economic and trade exchanges. The MoU, he added, will foster friendly cooperation in maritime affairs. Sheikh Mubarak expressed his willingness to further enhance close collaboration with China in shipping and maritime domains and jointly advance the development of the two countries’ shipping industries.
During his stay in Kuwait, Vice Minister Fu also held a round-table discussion with representatives of Chinese enterprises operating in Kuwait and conducted an on-site inspection of the MKP project.
