Chinese Delegation Successfully Completes Participation in the 11th Meeting of the IMO Sub-Committee on Ship Systems and Equipment

From February 24th to February 28th, 2025, the 11th meeting of the International Maritime Organization (IMO) Sub-Committee on Ship Systems and Equipment was held in a combined online and offline format, chaired and hosted by Mr. Eguro (Japan). The Chinese delegation, comprising representatives from the Maritime Safety Administration of the Ministry of Transport, Guangdong Maritime Safety Administration, Jiangsu Maritime Safety Administration, China Classification Society, Jiangsu Jiaoyan, and the Maritime Section of the Chinese Embassy in the United Kingdom, participated in the meeting.

Apart from plenary sessions, the meeting established two working groups on lifesaving appliances and one on fire protection, as well as one drafting group for demonstration course validation. The meeting covered 20 agenda items and received 51 proposals, including 14 from China, which has topped the list of IMO member countries in terms of the number of proposals submitted for seven consecutive years. China's proposals received widespread recognition and praise from the chair and other delegations at the meeting. The proposal initiated and led by China, "Amendments to SOLAS Chapter III and LSA Code to Require Newly Built Ships to Carry Self-righting Liferafts or Dual-sided Liferafts with Canopies," was successfully approved at this meeting, bringing significant benefits to China's liferaft manufacturing and export industries.

The meeting focused on reviewing new requirements for liferaft ventilation, revising the design and prototype testing requirements for non-releasing free-fall lifeboat launching systems, amending SOLAS Chapter III and LSA Code, revising SOLAS Chapter III and LSA Code to require newly built ships to carry self-righting liferafts or dual-sided liferafts with canopies, reviewing and updating the operational specifications for atmospheric oil mist detectors, revising the FTP Code, amending SOLAS Chapter II-2 and the FSS Code on fire detection and control in cargo holds and cargo decks of container ships, revising SOLAS Chapter II-2 and related regulations to reduce the risks and impacts of fire accidents in ro-ro spaces and special category spaces of ro-ro ships, revising MSC.81(70) regarding the thermal protection performance test standards for immersion suits, conducting a comprehensive review of the maintenance, operational testing, overhaul, and repair requirements for lifeboats and rescue boats, launching appliances and release gear (Resolution MSC.402(96)), and demonstration course validation, among other topics and matters.
