  • Notice on Further Strengthening Supervision and Management of Survey Work of Foreign Ship Survey Institutions in China

    Since the supervision and management of survey work of foreign ship survey institutions in China being deployed, it has been effectively restrained that substandard ships of new construction or major conversion flying flags of convenience enter into shipping market. However, there are still some foreign Ship survey institutions, for the pursuit of economic interests, reduce survey standard and leave potential risks to the ship safety in the process of changing flag. In order to further strengthen the supervision and management of foreign ship survey institutions in China, related matters are hereby notified as follows:

    Except for the 13 foreign ship survey companies stated in the "Notice on Supervision and Management of Survey of Foreign Ship Survey Institutions in China" (Maritime Ship Survey [2009] 121) and 2 newly approved companies, other foreign ship survey institutions without the approval of establishing survey companies in China shall not be engaged in initial survey for the ships of new construction, major conversion, or in operation. However, other survey activities (annual/renewal survey for ships holding the agency's certificates) shall be carried out only after being approved by China MSA on the case-by-case basis.
