Maritime Safety Administration of the Peoples' Republic of China takes charge of relevant work of maritime legislation, research on maritime policies and regulations in terms of drafting, consultation, revision, coordination, development of technical standards, research on maritime conventions and domestic implementation thereof.
Legislation responsibilities of China MSA as follows:
To manage, guide and coordinate maritime legislation;
To organize research on maritime system business policies and regulations, including relevant laws, regulations and rules' project approval, drafting, consultation, revision, coordination, audit, approval, and technical codes and standards' formulation;
To track and research international maritime conventions and the development of supporting regulations of international maritime conventions implemented in China;
To publicize, explain, compile, translate and publish maritime legislation, the relevant codes (standards) and maritime international convention.
